GOVERNMENT’S OFFER, N<> ALTERNATIVES. BUCHAREST. Oct. 30. The Government has offered Princess Helen tho following conditions, without alternatives:—(l) A sum equal to what she received prior to the reduction of the entire civil list and State employees’ salaries, or nearly £14,000; (2) permis sion to sec Michael in Switzerland for a month yearly; (3) Permission to visit Rumania, residing where the Government desires. Helen has been given until to-morrow tc reply.
