AMERICA AND PARITY AN ADMIRAL’S REMARKS WASHINGTON, July 29. A message from Williamstown (Massachusetts) states that Admiral William Pratt, former chief of operations in the United States Navy, told a con ference on the limitation of armaments at the Institute of Politics on Friday that naval parity with Britain would give the United States the balance of power in any war that threatened to become a world war.
