EXPERT COMMITTEES DIVERGENCE OF VIEWS ( British Official Wireless. J RUGBY, Alay 28. The Naval Commission of the DistiriuaniVnt Conference at Geneva today approved tho report of thy Expert Committee which has been considering whether naval armaments are most specifieially offensive or most efficacious against national defence or most
threatening to civilians. The report is inconclusive and merely records the divergence of views of the different naval Powers on the question of capital ships, aircraft carriers, and sub marines. The date of the meeting of the General Committee at which tho report will bo discussed has not yet. been fixed.
Reports from Geneva suggest tha further conversations between head; of Governments or tho principal Euro pean Powers concerned and the Unite* States delegate, Air. Hugh Gibson will precede tho meeting with a viexi to reaching an agreement. Report.

The Air Committee had a further scs •don nt Geneva to-day, but so far no agreement has been reached as to the definition of offeneivo aircraft. Tho Belgian delegate suggested that aero planes capable of bombing should be regarded as offensive nnd that aeroplanes weighing 1500 kilogrammes or with engine horse-power of 550 or over should come intn the snrnn category.
