AMERICAN RELIEF PLAN. OVER TWO BILLION DOLLARS. WASHINGTON, May 20. The Speaker of tho House of Representatives, Air. Garner, to-day pro posed a 2,100,000,000 dollar relief pro gramme, which provides for a one bil lion dollar bond issue for gigantic pub lie construction works, one billion increase in the bond-issuing authorisation for loans to the States, counties and cities, and a hundred dollars appropriation for President Hoover to distribute in direct relief whore necessary.
