They had boon in the process of formation ever sinbe the Saxon councils, and through the ages they had been improved and perfected until they were now the rules of procedure governing present day meetings. Any departure from that procedure would load to difficulty and possible chaos. He reminded the members of rhe board that in the strict following of the ruh s of procedure they would be following a course that had been evolved through centuries of experience.
