STERLING’S DECLINE

COMMENTS ON THE CAUSES LONDON, Nov. 23. The Evening Standard states that sterling has consistently declined for the past month, partly owing to the seasonal payments to America for grain and cotton, and partly owing to the dumping of foreign goods and the conversion from sterling to their own currencies. Tho latter influence is likely to continue for a little time. The weakness is partially attributed to anticipation of an early removal of the Exchange restrictions. Paris closed at 93.50 francs, the lowest yet.
