CONTROL OF INDUSTRY RECONSTRUCTION PROPOSED SUGGESTION FROM TARANAKI [ Per Press Association. 1 HAW ER A, Alay 15. Conference, pro[iosing that legislation bo sought with a view to placing the responsibility of administration in the hands of a reconstituted Dairy Board. To-day tho Mangatoki Co. issued an other circular outlining, in response to many inquiries, its proposals in greater detail. This slates: (1) The proposal is to set up a board as head of the industry, charged with the responsibility for the direction oi policy in regard to the manufacture, quality and export of dairy produce, in addition to the present duties and res ponsibiliti('S prescribed in the Dairy Produce Control Act. (2) He suggested that the Dairy Division should be responsible for the carrying out of all its present func tions relating to (a) Farm dairy in struction. (b) Instruction in buttei ami cheese manufacture, (c) Grading (<1) Inspection at the port of destination. (3) Tt is proposed that grade ccrtifi cates be issued by the Division direct to the factories as at present, but that in connection with policy matters within the scope of the Dairy Division, and matters relating to faulty quality and breaches of the regulations, the division should deal directly with the board, which, in turn, would take the requisite action with the individual factory or industry, generally, the intention being that the board, as con templated under the amended Act, shall guide and control the industry in policy matters, tho Dairy Division to be res ponsiblc for farm dairy instruction, instruction in cheese and butter manufacture, grading and inspection, and to assist in the carrying out of regulations and act in an advisory capacity in conformity with tho recent statement of the Alinister of Agriculture. (4) We consider that the different districts should have more direct eon tact and interest in the board by means of district committees elected by the producers. These committees would elect their district member to the board, this member not necessarily being a member of the district com mittcc. The effect of this proposal is to change the method of election of the board, and, in our opinion, the change would bo a distinct advantage, as it would provide for the election of a more thoroughly representative board, whose members would be in closer touch with every part of their wards, through the members of the district committee. Wc suggest that these district committees should be elected for a period of three years, and consist of from five to seven members, according to the size of the ward, the committees to meet quarterly, or more frequently as occasion arises. (5) 'That tho board conduct an annual conference of tho dairy industry, combined with the committees, meeting the day prior to the conference. (6) In the event of these proposals finding favour, a committee be set up by a conference to ask for the necessary legislation giving effect to them, and providing for an election of a nowboard.
