PLANS FOR REPLACEMENT PEOPLE RETURN TO CITY [ Per Press Association.] NAPIER, March 20. It is proposed to replace St. John’* Anglican Cathedral with a temporary structure costing £5OO. This is expected to last for ten years, by which time in is hoped that a building costing £4(l, 900 will be erected. Tart of the diocesan offices may be saved. An expenditure of £2OO is proposed to put St. Augustine’s in good order. The wooden buildings of St. Pat rick’s Church is practically undamaged and is fit for worship. The Baptist Church people are rebuilding their church, which was destroyed in the big fire. People are returning to Napier bv the score every night. It is anticipated that the population of Napier City is up to 14,000, and in the outlying dis tricts the population is almost normal.

Forbes, in an interview with regard to financing Hawke's Bay restoration, said that attention had been brought to Air J till’s scheme. He said that the whole basis of this rested on raising a special loan. When the proposals already announced by the Government were being framed, every possible avenue of providing finance, both internal and external, was explored and an early opportunity was taken of inquiring from the advisors as to possibilities of a special loan issue. The reply left no doubt as to the inadvisability of this and the Government had nc'ccssarily to seek other means and the realisation of reserve fund se curitics represented tho only one by which a measure of Government assist anco could bo immediately provided. It was hoped that this action would demonstrate that the Dominion was able to make good the damage out of its own resources and restore tho confidence of overseas investors in the Do minion. By means of tho special tax of Is 6'l per cent. it. was calculated that the reserve fund be reinstated in from five to seven years. This accomplished, the tax would bo used to build up a special emergency reserve against a catastrophe of a similar nature. Air Forbes emphasised that it was essential to presorA C the reputation of the Dominion on the world’s money markets.
