STATEMENT OF POLICY. Al. BRIAND’S LIFE WORK. PARES, Dec. 22. When the new Prime Minister, M. ,tecg. delivered the Ministerial declaration of policy in the Chamber of Deputies, which passed a motion of confidence by 291 votes to 284, he said his foreign policy would be that which had been followed during the past few years, namely - , international economics and foreign co-operation. With this Government arbitration would come first, security second and disarmament last. France’s ‘‘permanent’’ Foreign Minister, M. Briand, in a speech before the French Chamber of Commerce and Industry to-day, said: “3o long as I am called upon to occupy the formidable post which 1 hold, so long as T am called upon to preserve the policy which I still consider to be unanswerable for niv country, 1 shall not shrink from the path.” M. Briand defended his action in taking office in the present Government. “I shall remain irremovable at my post.” he said, “striving with all my heart and mind to bring-to-a successful issue the office to which I have devoted my life. One influence makes me hesitate. I ran sec in the eyes of my countrymen that they regard me cither as a fool or as a traitor.”
