JAPANESE STRIKE
COLLAPSE EXPECTED MANY WORKERS RESUME TOKIO, April 23. Four thousand street car strikers in Tokia returned to work this morning. At Kobe the situation is reported to be improving, indicating the approaching collapse of the transport strike, due to the firmness of the authorities coupled with the immense extent of unemployment and difficulties of the jobless.
