NEW CENSORSHIP PLAN PRODUCERS MAY BE OWN JUDGES New regulations governing the production of motion pictures, framed by Will H t Hays, “Tsar of the Movies,” have been agxeed upon by the Association of Pictu.’e Producer s in Hollywood in such a manner that censorship throughout the United States of America will be rendered unnecessary and will possibly be abandoned altogether. Producers, according to Hays’ plan, must submit every film they make to the association before sending the negative tn tihe laboratory for final printing.
If the picture fails to conform with the rules, the association will notify the producer as to where the trouble lies, and corrections must be made before release, says a magazine writer. In the event of a production being repudiated, heads of the studio concerned can, should they deem the ruling unfair, appeal to the production committee of the association; and should this committee uphold the findings of the association, the producers can then take their case to the board of the directors of the Motion Picture. Producers and (Distributors of America, which is the Hays organisation in New York. To avoid continual clashes with the adjudicating committees, studio managers are privileged to obtain information as to the probable reception of stories, and in addition the association will give advice and suggestions to prevent, as far as possible, -the script breaking the regulations.
