CONSTITUTION CHANGED A LONG (DEBATE ENDS VIENNA, Dec. 8. After 50 days’ discussion the Bill reforming the Austrian oCntsitution passed the second and third readings in Parliament, ensuring a political Christmastide peace. Tho Bill is so modified that the Socialists’ power in the Vienna City Council is practically undiminished, enabling control of expenditure. Herr Schober (Chancellor) claims that neither of the rival organisations. Fascists or Socialists, can claim a vistory.
