BILL BEFORE HOUSE OF LORDS ABOLITION OF CERTAIN SPEED LIMITS. [Dy Tc’cgraph—Press Association—Copyright] Received Dee. 1, 6.20 p.m. LONDON, Nov. 30. Tht Government’s Road Traffic Bill was introduced in the House of Lords. The main proposals arc the abolition of the speed limit of 20 miles an hour, fixing a speed limit of 30 miles for motor coaches, no speed limit for light cars and motor cycles, heavy penalties for careless and dangerous driving, applicants for driving licenses must make a declaration of physical fitness, compulsory insurance against third party risks. The Minister of Transport will issue a highway code applicable to all road users, including pedestrians.
