SUSPENSION OF AGREEMENT CRITICISM FROM STATES [ Australian Press Assn. ] Received Nov. 7, 8.55 p.m. PERTH, Nov. 7. During a discussion in the Wcstralian Parliament upon the Prime Minister’s suggestion to suspend the migration agreement with Britain, Mr Mitchell, Leader of the Opposition, declared that Mr Scullin had no right to decide whether the States should bring migrants from Britain. Mr Scullin’s action would have a serious effect on the State finances. ADELAIDE, Nov. 7. The Preimor, the Hon. R. L. Butler, telegraphed to Mr Scullin asking him to defer the proposal to suspend migration. The Hon. Mr Butler points out that the Commonwealth has no right to suspend the migration agreement without the authority of the .States.
