ALLIANCE NOT WANTED DECLARATION BY SCHOEBER The new Premier of Austria Herr Johann Schoeber, in his latest statement, says that he favours co-operation with Germany, but Austria will not join any foreign alliance or group of States.
[ Australian Press Assn. } Received Sept. 29, 8 p.m. VIENNA, Sept. 28. Herr Schocber, in a speech in the Chamber, said that the demand x for constitutional reforms had grown louder and more stormy. He considered it was his duty to bring the Hcimwehr movement into legal form. The president must be given power to appoint or dismiss Cabinet, dissolve Parliament and proclaim martial law. He must have supreme command of the army and law courts and must be freed from politics. Police franchise must be reformed and a foreign loan will be negotiated. He ad Jed that he favoured co-opera-tion with Germany, but Austria would not join any foreign alliance of group of states.
