COMMITTEE OF EXPERTS GERMANY TAKES THE LEAD [ Times Cables. ] LONDON, Oct. 28. The Berlin correspondent states that, fullowing on Cabinet’s decision, the Gorman Government has taken the initiative in formal negotiations for the formation of a committee of experts to settle reparations. It has already instructed its Ambassadors at Varis, London, Rome, Brussels and Tokio to suggest, the establishment of the commission and to indicate Germany’s view regarding its composition and powers, and is also informing the United States that Germany will welcome an American representative, cither as a delegate or an observer.

The Government believes that ihe committee should be composed of financial experts and an international authority, free of all exterior influence. Disagreeing with a French newspaper’s argument that, Governments constantly control the discussions by officially in-

structed representatives, the Germans point out that the Dawes agreement was due to the authority of independent financial experts. The new commission should be similarly circumstanced. BIG PROBLEMS f PSECH BY M. POINCARE [ Australian Press Assn. ] PARIS, Oct. 29. “The next six months will see some of the greatest post war problems in the. forefront,” said M. Poincare in a speech at Caen. He added that France would not blindly abandon her claims against Germany, or accept a settlement which, while insisting on the payment of France’s own debts, did not assure a just, return from reparations. The Government, was never in greater need of a faithful, trusting majority.
