NEW MOTOR REGULATIONS RULES FOR PEDESTRIANS NEW YORK. Sept. in. Five persons were killed in traffic ridents in the Slate of New .Jersey while the new regulations, elaimed to be thp most up to date in the world, were being tried out on Saturday. In spite of the loss of life, the new regulations were declared a success, and will stand. The terrific congestion of New York’s suburban towns is being overcome by speeding up traffic tn 40 miles an hour in open country, ami 3<l miles in towns and villages. Pedestrians are not allowed to “jay” walk. They must cross streets only at corners, and at right angles to the kerb. The motorist is relieved of responsibility nt accidents to pedestrians. except at corners, and it is against the law for pedestrians to “ thumb-wiggle” motorists along the highways asking for a lift. When any damaged motor-car is taken to a shop for repairs the proprietor is required to investigate the cause of the collision or crash, and report to the police, for the purpose of checking the owners’ report.
