The United .States is retaining liberty of action as the Nationalists advance toward Tientsin and Peking. Mr F. B. Kellogg has declared that no requests have been received from either Britain or Japan toward co-op-erating to protect the Peking-Tientsin railway. He added that the United States was not contemplating action.
