AT TIENTSIN
AGREEMENT WITH BRITISH FRANCHISE -DISCRIMINATION ENDS (By Radio) RUGBY, April 20. Telegrams from China report that an agreement has been reached for a joint Chinese and British administation of the British concession at Tientsin by a municipal council of five Chinese and five British. An agreement regarding the franchise removes discrimination between Chinese and British electors.
