PEASANT'S LOAN
FLOTATION BY SOVIET FURTHER EFFORTS BEING MADE Received April 17, 8.20 p.m. (Sun Cable) LONDON, April 17. The Riga correspondent of the London Times states that the Soviet has published an extraordinary explanation of why it was necessary to continue agitation to persuade peasants throughout the country to take up the £10,000,000 lottery loan, after the finance commissiar, M. Briukhanoff, officially announced it fully subscribed. It is stated that M. Briukhanoff originally calculated chat the peasants £15,000,000 would not be invested, and hoped to attract two-thirds of that sum. The Soviet originally announced thac the first lottery in connection with the loan would be drawn in October, but when the peasants were buying the loan slowly they advanced the date to July. They now advertise drawing for May 15, simultaneously urging the provincial agents to use every effort to make the loan a success, but deprecating the necessity of seizing peasants’ belongings to secure the money.
