THE SAMOAN UNREST THE HON. NELSON AND THE LEAGUE. [ Special " Chronicle ” Service J WELLINGTON, March 19. If the Hon. O. F. Nelson, who is now on his way to England, seeks to carry his grievances personally before the Mandates Commission of the League of Nations, he will find that he is not permitted to do so. Eighteen months ago this very question of private individuals appearing before the Mandates Commission came before the League. A delegation from •Syria sought to be heard and were refused audience. The decision was made at the instance of the French representatives, who objected that they would not submit to being judged by the Mandates Commission, which was a body created for the purpose of exercising a general supervisory jurisdiction. Complaints, it was urged, should be sent through the representatives of the powers concerned and would be considered, but to allow persons with a grievance to appear personally would mean that administrative officers would have to be recalled to meet the charges. This position has remained until today, and it is learned on high authority that Mr Nelson, who possesses no standing before the League, will not obtain personal audience if he seeks it.
