THE PRAYER BOOK

NEW PROVISIONS Bishop of Truro Announces His < Opposition SHE FASTING COMMUNION (By Telegraph—Per Press Assn. —Copyright.) £bun Cable) LONDON, March 18. The Archbishops of Canterbury and will submit on March 28 tho final form of the Prayer Book measure to both convocations. The compromise on continuous reservation remains, but a more strictly defined new rubric respecting fasting Communion is inserted, giving the option of fasting or non-fasting, according to the participant’s conscience. Bubrics covering prayers ror the King, the black rubric, and the reservation Rubric are slightly altered. New rules safeguard the introduction of the changes sanctioned by the new Prayer Book in order to avoid arbitrarily clerical action apart from the Parochial Church Council. Provision is made to celebrate Communion at least on one Sunday monthly. According to the 1662 Prayer Book, in order- to administer the Sacrament to the sick and dying, a bishop may license a priest to reserve the necessary 'bread and wine from the open Communion. If a license is granted, or if refused, the Parochial Council may refer the matter to the Archbishop and Bishops. The bread and wine set apart shall be reserved in an ambry in the north or south wall of the sanctuary or chapel, not immediately behind or above the holy table. The Bishop of Truro announces that he cannot vote to transmit the measure to the Church Assembly since the alterations cut away the ground of his support. He foresees acute trouble and says that the directions regarding Communion are revolutionary. It is an insult to the clergy and a snub to bishops, that the Parochial Council jnav issue a command. The Bishop of Norwich says that the revised book gallantly but hopelessly attempts to conciliate the Jlouse of Commons.
