JAPANESE BANKS A DIFFICULT TASK AHEAD (A. & N.Z.) TOKIO, Nov. 30. In order to facilitate the re-opening of the Fifteenth Bank of which he is ex-president, Prince Matsukata, a former Premier, offers to surrended his entire private fortune, assuming the responsibility for the recent suspension of payment by the bank. He also desires to surrender his title, which he will be unable to support. The entire attention of Cabinet is now d<evoted to the problem of rc-opcn-ing several of the big banks suspended during the summer panic in order to permit depositors to secure funds with which to meet the ycar-end debt settlements and prevent numerous bankruptcies amongst small depositors.
