Chicago City is threatened with a resumption of the crime wave which reached its apex a year or two ago, and the police have been ordered to carry guns exposed, in order to beat gunmen on the draw. Conditions are forcing prominent leaders in politics, business and reform movements to engage bodyguards, who pose as secretaries. The Illinois Vigilance Association states that the decadence of Chicago’s morals makes the streets unsafe at night. Women are terrorised at the possibility of being kidnapped, taken in automobiles to lonely spots and. assaulted. The most recent case is that of the murder of a young woman who on Saturday was hurled from an automobile when she repulsed her attackers. In some instances girls are kidnapped from their escorts. The Association believes that the net of corruption has been spread over the vice industry, an industry which corrupts the police and employs steady counsel and bondsmen.
