THE GRADING PROBLEM SUGGESTED CHANGE NOT WARRANTED. (Special "Chronicle” Service.”) WELLINGTON, Oct. 16. The Minister of Education (the Hon. R. A. Wright) has been urged to grade schools were graded on roll number, innot on attendance. The Minister stated to-day that if schools were graded on all number, instead of average attendance, and the cost was not to be increased, the number for each grade would have to be between one-ninth and one-tentn higher than the averages on which the schools are at present graded. This would work out with respect to the smaller schools so as to make it necessary for Grade I schools (of a present average attendance of from 9 to 20) to have rolls from 10 to 22, Grade IT (average attendance 21 to 25) rolls of from. 23 to 39, Grade JU A (average attendance 36 to 50) rolls of from 40 to 55. The opinion of the Department is that so few schools would be affected by the proposal that the change would not be warranted. In grading schools, on average attendance, full provision was made for the effect of epidemics, severe weather, and there were provisions for increase in the staffs in every case where the circumstances warranted this step.
