They have submitted! a formal offer altogether to cease activities, abandon the rum row off San Francisco, sell their stocks, and get out of business, if the Government will grant them immunity, and remove tho indictments which now keep a dozen BritishColumbia millionaires from entering the United States. Prohibition officials regard this as tho complete capitulation of the international bootleggers on tho Pacific Coast.
