THE GERMAN MILITARIST CABINET
It was hoped that Locarno and Thory would create a new spirit, but it does not appear that they have done much to that end in Germany. It is less than two months ago since President Hindenburg’s “masked coup d’etat”—as it was termed—in regard to Cabinet reconstruction set all France bristling. When there was a chance of a peace Cabinet, the President deliberately blocked it, and he and Dr. Stresemann between them engineered a Nationalist-Centre coalition of which the militarists appear to have complete control. Small wonder that the French doubt Dr. Stresemann’s sincerity when he talks of peace, or that they do not look to much good resulting from his presidency of the League of Nations! How unanimous French feeling is with regard to the new German Government may be judged from the fact that all the Paris newspapers, from the Communist “Humanite” and the Socialist “Soir” to the “Journal des Debats” and the “Temps” took the view that the intrigue which recently placed the militarists in power in Germany amply justified all the suspicions of France that Germany is not to be trusted. The new Defence Bill is an embodiment of those suspicions, though in what form it will pass the Chamber of Deputies has yet to be seen.
