NOT EXCESSIVE YET WARNING AGAINST MUCH BUILDING. PESSIMISTS ’ STATEM ENTS REFUTED. LONDON, Dec. 29. The Hon. W. Runciman, President of the Chamber of Shipping, writing in the Glasgow 4 ‘Herald,” denies that shipping tonnage is as excessive as the pessimists assert, and expresses the opinion that shippers arc approaching the stage where cargo will barely suffice to keep efficient tonnage fully employed. Cessation of immoderate building for a year or two, coupled with trading activity, should adjust the balance.
