Tangier, if left outside the Spanish protectorate, will continue to be the point of departure for rebellious movements against Spain and France. “The great number of square kilometres of territory which I am ready to give France in return for other advantages is proof of my friendly and abiding faith in France. Our interests arc the same in Aforocco. We must pacify the entire zone as soon as possible and to this end I hope we may reach Record with Franco at the earliest possible date.”
