THE WILL TO GOVERN The recent announcement that President Coolidge had determined to send yet another Commission to the Philippine Islands, with a view to considering their future', brings to mind an old and little known ambition of Lord Kitchener. When he was in England after his triumph in the Sudan, Kitchener was dining with some Americans, and asked for information about the Philippines. Tt was explained to him that the' difficulties of administration were very great, and that “whoever went there had to learn his business from the beginning, and the business was a very difficult ono.” Kitchener looked across the table at the speaker and said impulsively. “I should like to govern them for you.”
