DIFFICULTIES IN RUSSIA ACUTE HOUSING PROBLEMS. GRAVE CONDITIONS IN LENINGRAD. LONDON, March 23. The Riga correspondent of the “Times” states that life in Leningrad is becoming more difficult. The housing problem is acute, resulting in the revival of compulsory billeting. Unemployment is increasing at the rate of 10,000 a month, and is now 88,000. Conditions in other industrial centres are equally grave.
