AT LOGGERHEADS
THE SOVIET CHIEFS SERIOUS DISAGREEMENTS REVEALED. BITT NO IMMEDIATE SPLIT LONDON, Dec. 23. The "Times” Riga correspondent says that the Soviet chiefs are again at loggerheads. The progress of the Communist Congress now being held at Moscow- has revealed serious disagreements, not only among Leningrad and Moscow Communists, but also among the party leaders. Zinovieff and Kameneffi are reported to have opposed the majority’s general policy, but although the. differences arising are believed to be very deep, it is declared that party discipline is still strong enough to prevent an immediate split
