OVER MOSUL QUESTION LEAGUE’S MEDIATION FAILS ARBITRAL DECISION TO BE GIVEN PARIS, Dec. 13. The Havas Agency’s Geneva correspondent reports that the League Council’s attempt to mediate in the Mosul question completely failed. The Council will proceed to give its arbitral decision. This course of action was decided upon after Rcshid Bey refused an invitation to meet the Mosul subcommittee this morning. Lieut.-Col. L. S. Amory arrived punctually. A decision is expected on December 14. BRIGHTER PROSPECTS CONFERENCE OF OFFICIALS AND DELEGATES MAJORITY DECISION CONTEMPLATED. Received Dec. 14, 8.45 p.m. LONDON, Doc. 13. The “Morning Post’s” Geneva correspondent says the settlement of tho Mosul dispute has been brought closer as a result of a conference between the League officials and British and Turkish delegates. Tewlik Bey has gone to Paris to consult Fethy Bey, who was responsible for the assurance that Turkey will accept tho League Council’s decision. Tho League is now contemplating a majority if not a unanimous recommendation, which should form the basis of subsequent Anglo-Turkish negotiations. This is regarded as the only manner in which the actual arbitral award can bo removed from the League’s jurisdiction without endangering the League’s prestige. The British attitude in regard to Mosul is explained in a lengthy statement from British quarters, which em-

phasises that the British Government ls anxious for an amicable settlement, but there can be no starting point for any discussion until the League has settled whether Iraq is entitled to retain territory which has always been hers <>inco the territory was constituted as a {State, or whether the Turkish demand for a complete reversal of postwar settlement should be maintained. A.s soon as the Council’s decision has been given it will be possible to discuss any adjustments that might make that decision mutually more acceptable. Meanwhile, Turkey’s view as ospounded by Tewlik Bey at Geneva and Lsmet Pasha in the Angora Assembly, *s that the League Council has so far not attempted mediation and no proposal has been made furnishing a basis of understanding.
