THE DAWES PLAN
TWO PRIMARY OBJECTS ATTAINED REAL TEST YET TO COME Received Dec. 14, 11.45 p.m. LONDON, Dec. 14. 1 The report on the first year’s working of the Dawes plan points out that two primary objects have been attained. The German budget has been balanced with a considerable margin of safety, and the stability of the currency has been fully maintained. The first reparations’ annuity of a thousand million gold marks has been paid, creditor Powers receiving payments regularly.. The plan generally is functioning smoothly, anod has reduced the problem of reparations to a rational basis, but so far four-fifths of the reparations have been paid from the German external loan. Reparations have not yet been a burden upon the German Budget, so the real test is yet to come.
