ZAGLOUL IN THE LIMELIGHf PROCLAIMS FAITH IN CONSTITUTION Received Nov. 22, 5.5 p.m. (Reuter) CAIRO, Nov. 21. Troops and police early surrounded Parliament Buildings in order to enforce the warning regarding secret meetings, but a meeting of senators and deputies, numbering ISO, was held at Continental Hotel. The three opposition groups previously issued a manifesto protesting against the Government’s unconstitutional action and declaring the dissolution decree of last March illegal. Zagloul Pasha exhorted the student demonstrators outside his house to return quietly to their homes. Zagloul then went to the Continental Hotel where the meeting elected him president. The Chamber of Deputies passed a vote of No Confidence in the present Ministry, declaring that Parliament will meet at the time and place tho members may decide. Zagloul, in a speech, said he was a defender of the constitution. The meeting ended without incident
