UNANIMOUS AGREEMENT OF ALLIES REQUIRED Received October 21, 10.15 p.m. LONDON, Oct. 20. Concerning Germany and mandates, the Colonial Office states that changes arc impossible without the unanimous concurrence of the signatories to the Versailles Treaty. The League of Nations is charged only with the appointment of mandatories under that treaty. Sir Joseph Cook remarked that if Germany desired, for instance, to recover New Guinea or Nauru, it would bo necessary to obtain an amendment of tfea treaty.
