DEBAUCHERY FOLLOWS. Received Oct. IS, 5.5 p.m. PARIS, Oct. 16. Reports from Moscow state that tho Soviet’s decision to permit the sale of vodka, which was prohibited during and since the war, resulted in scenes of debauchery, many intoxicated people requiring treatment yn hospital.
