BRITISH CAMPAIGN AGAINST RUSSIA A SOVIET CANARD Telegraph—Per Press Assn.—Copyright. Received July 13, 7 p.m. (Times'). LONDON, July 12. The Times’ Riga correspondent says the latest anti-British canard invented and circulated by Moscow is an alleged British Government scheme to overthrow the Soviet regime. According to the Soviet press, the British made overtures to Latvia, Poland and Esthonia, inviting their participation in a military campaign against Moscow, while th.' British Fleet occupied the Baltic ports. Responsible Soviet officials insist that the report is correct. Frunza. the War Commissar, in ad dressing Red troops, said: Be ready for an open declaration of war by the British, because it is impossible to doubt that preparations for an attack arc being made.
