Negotiations are in progress, with the full approval of the British Government and the Bank of England. It is stated in financial circles that money is not available in Britain at present to finance the Dominions’ undertakings, and although doubtless it would be forthcoming if sufficiently liberal terms were offered, it would be raised only at the expense of some other undertakings.
