TROUBLE IN THE PHILIPPINES.
BOLSHEVIK COMMISSARIES BLAMED, MANILA, July 7. Two battalions of Philippines Scouts and native soldiers in the United States Army at Fort McKinley, six miles from Manila, refused duty following a raid by the provost guard on a clandestine meeting of scouts, in which twenty-three were arrested. The scouts are disaffected over the rates Of pay. The situation at one stage was serious, as it was feared the disaffection Was spreading. Seven thousand scouts and white troops were held uhdef arms, and the natives disarmed before the outbreak (which is believed to have been inspired by Bolshevik commissaries) was controlled.
