SOVIETS’ LATEST DECREE
LOWER INTELLECTUAL STANDARD WANTED. LONDON, June 8. The Moscow corespondent of the Daily Mail says that a Soviet decree orders the furthei- restriction of the number of students at universities, declaring that it is impossible for the Government to find them future employment. The real object is the elimination of the bourgeois element. This removal of the old intellectual class, to gether with the interior standard of technical training, and the almost entire absence of elementary education, particularly in rural ” districts, will inevitably lower the quality of the coming generation, upon which devolves the continuance of the work of Russia’s reconstruction.
