ARE THE RUSSIANS FOOLING? RAMSAY MACDONALD ANNOYED •Received Mav 9,8.3 G p.m. LONDON, May 9. Much speculation has arisen lately concerning the progress of the AngloSoviet Conference in London. The Daily Telgraph’s political observer says: There is reason to believe Mr MacDonald has reached a point at which he questions the real intentions of the Soviet Government. There is now no doubt in the minds of those in closest contact that the Russian delegation is doing its utmost to drag out the negotiations without precipitating a final rupture. The reasons are not clear, but this is known: The Moscow rulers have been of two minds about giving Mr MacDonald the satisfaction of a diplomatic success, whatever the cause. Mr MacDonald is understood to be seriously annoyed, and, if he can overcome the resistance of a section of his followers, may shortly present the delegation with a demand having the character of an ultimatum.
