NEGOTIATIONS WITH KARA KHAN. PEKING, March 26. Replying to Waichiaopu’s Note of March 22, Kara Khan refuses to discuss the powers of the Chinese delegate, which he considers a matter for Chinese concern. He disputed the Chinese assertion that there has been no foreign interference, quoting the French Minister’s Note regarding the Chinese Eastern railway as an example of this.
Finally, he maintains that China should either approve of the settlement as drafted or return to his original proposal for unconditional recognition and subsequent negotiations. *
