JAPANESE EMPEROR’S STATE. Received March 18, 9.40 p.m. TOKIO, March 17. The Imperial household has issued a statement concerning Emperor Yoshito‘s mental condition, which has shown no improvement during the last eighteen months, and his failure to improve applies particularly to his articulation and memory, which have become worse. His physical condition otherwise continues favourable and is improving. The statement is designed to appease public anxiety concerning the monarch’s well being. The Emperor continues in residence at Numaza in seclusion, in quarters detached from the Imperial Palace.
