JAPAN AND RUSSIA
RELEASE OF JAPANESE OFFICIALS DEMANDED. PEKING, March 17. The Japanese Minister has cabled Karakhan the following instructions from Tokio: Endeavour to reach a settlement of dispute which has arisen between Japan and Russia which must precede any discussions relating to recognition of Soviet Government. At previous meetings Karakhan was of opinion regarding arrests of Japanese at Vladivostock that naval and military officers could not be recognised as officials, as they were in Russian territory only to study language, but he was prepared to recommend the release of vice-Consul and two Consul inter prefers who were engaged in official duty.
Yoshizawa has asked for the release of all those arrested.
Karakhan has promised to telegraph to Moscow recommending the immediate release of the Consular officials at least. The direct result of the recent Russian activities in connection with the Japanese has thus been to set back informal negotiations which might otherwise already have led to an understanding on which formal negotiations could be started.
