He then went on to say: “In the lower divisions of the school, much sickness during the year interfered with progress, and may even lead to a reduction of the staff. Here I would again enter a piotest against the iniquitous system of staffing schools on the average attendance, instead of the average roll number. Our overage roll for the last 12 months has been well over 170: owing to circumstances over which we have no control, we cannot maintain an average of 161, as required by regulations, hence we are in danger of losing our third assistant, who is absolutely essential to the proper working of a school of this size. ... I would remind parents that next year is the .jubilee of the school, and*, though I shall not be here to participate in any celebrations, I hope the residents of Waverlcy, and more particularly the I old boys and girls of the . school, -vfill rise to the occasion and fittingly commemorate such an important anniversary. In conclusion, I wish to voice the gratitude of Mrs. Brown, myself, and family to all those kind friends who have done so much to make onr stay in Waverlcy such a pleasant one. More particularly, I wish to thank the two committees with whom I have been associated here for the hearty way in which they have supported me and my staff in carrying out any suggestions I have made to improve the working and » surroundings of the school.
