A PRELIMINARY REPORI Received July 10, 5.5 p.m. WASHINGTON, July 9. The United States’ Goal Commission which has been investigating the industry since last year’s strike, has issued a preliminary report, recommon ding that in the event of future strikes, ot the suspension of mining operations, the Government should take over rhe operation of mines, and the transput tation, distribution and marketing of anthracite coa! The report favours Government regulation of mines, nut is against Government ownership. The Commission states that the anthracite / sources are limited One-third of the original supply is already exhausted. Yhe remainder is controlled by a few individuals, and therefore of special pub lie interest. jhe i eport also recommends Congress to fix a uniform standard weight for anthracite and bituminous coals, and adds: “The owners of mines place a i eserve of eight to ten dollars per ton cr anthracite in normal limes, and during stress the price may le anything.” Representatives or the mine workers attack the report on <i.e ground that it would deprive them of the benefit of a strike when necessary to protect their interests.
