The Daily Telegraph says that official circles, while not disputing that the Soviet Note, goes far towards capitulation, declares that the Note, in its present form, does not give satisfaction. The sugges't— to conclude a convention in regard to the three-mile limit asks acceptance from the Bolsheviks of something wc posses already, and asks us to ignore the existence of international law. The offer of compensation in regard to Davison and Harding is more in the nature of a gift than something due.
