ROME, May 20. Signor Mussolini’s proposed electoral reforms consist of converting Italy in to ono large electorate instead of the present divisions. Signor Mussolini hopes to eliminate local questions, but critics consider few would vote for a huge list of candidates mostly uu--known to them. This would ultimately result in the Government nominating the majority, the other parties nominating minorities.
