NAVAL SQUADRON DECLARES INDEPENDENCE. Received April 12, 7.20 p.m. PEKIN, April 11. A Shanghai telegram says the first squadron of the Chinese navy consisting of one cruiser and four gunboats, has issued a manifesto declaring independence of the Pekin Government and calling on the entire navy to join the revolt. The first squadron has apparently aligned itself with Sun Yat Sen’s forces.
